Admin user not being able to manage users

Hi guys,
I would like to open a ticket from our partnership client. We have a new (with new one model) Standard account in process to be a Pro PAYG (between today and tomorrow), which was working fine about admin permissions. Admins were allowed to manage users but today not anymore. Admins are getting this message:

And we are looking forward to change the Owner user from this account because their internal team had a change.
