The legacy availability report shows inaccurate data

Although I marked the Received fatal alert: handshake_failure as maintenance, the availability report still shows wrong data:

Unfortunately, this feature is part of an End of Life initiative and will no longer be available as of May 18. Our teams are no longer actively developing the feature, so it’s not likely to be fixed if there is an issue.

That said, we do have an alternative, leveraging Synthetics ping monitors:
