Workflows don't send email when an incident occurs

I have created the Workflow and added alert condition to this workflow:
SELECT count(*) FROM Transaction WHERE httpResponseCode LIKE '5%' AND appName = ''

My goal is to receive email notifications each time when 5xx error occurs. According tot he chart inside condition the errors are tracks but I do not receive any email notifications. Although when I send a test message from the workflow page, the message is successfully delivered

How can I configure alert condition to receive email notification each time when Error occurs?
